Deploy Claude under control

A working reference for adopting Claude safely in the enterprise, built on the AI Control Architecture.

Enterprises want to put Claude to work. The thing that stops them is not capability, it is control. The moment an agent can read your systems, call tools, and act through MCP, it holds real authority inside your business. The model is probabilistic; the authority it exercises is not. And "we trust the model to behave" is not a control a security team can sign off on.

This post is about the answer we shipped: a working, cloneable reference implementation that puts a real Claude plus MCP deployment under control, end to end, using the AI Control Architecture. Not a framework slide. Running code, with the tests to prove it.

And the point that matters most: this control point is yours. The gateway is not a vendor-operated intermediary you route your traffic and secrets through — it runs inside your environment, on your infrastructure, with your Anthropic key, under your policy. It is open source, so you can read every line, change it, and operate it yourself. You do not solve one control problem by handing a new, critical layer to a third party.

Where control belongs

ACA asks three questions of any AI system, and a governed deployment answers all three at a single enforcement point that sits between the agent and its tools:

  • SEE, what can it access. Which MCP servers, tools, and resources are in scope, and whether the data an action touches is sensitive.

  • DECIDE, should this proceed. Validate the tool arguments and the model output, and route consequential actions to a named human for approval.

  • DO, what can it do. Classify each action (read, create, update, execute, externalize, delete, privilege), apply per-class limits and approval gates, and keep a global kill switch. Irreversible actions fail closed.

Every decision is written to a tamper-evident, reconstructable evidence log. The important property: governance lives at the gateway, not inside the model. A prompt-injected or fully compromised agent still cannot exceed what the gateway allows. That is the difference between hoping the model behaves and knowing the deployment is under control.

The reference, and the proof

The reference is the ACA MCP Gateway — a small, dependency-free Policy Enforcement Point that every MCP tool call routes through, running inside your environment, on your infrastructure, with your key. The deployment declares its policy in one file: allowed servers and tools, each tool's action class and sensitivity, which classes require approval, and the sensitive-data tags.

The demonstration is the point. A Claude support agent is asked to handle a ticket. The ticket is poisoned with an indirect prompt injection instructing the agent to read a credentials file and post it to a public channel. The agent obeys, fully compromised, on purpose. Watch the gateway:

The agent could read the file (reading was in scope), but the boundary bit on the way out: sensitive data cannot be externalized, whatever the model was talked into trying.

And it ships with an assurance suite, the tests an enterprise and a model provider actually care about, run against the governed system:

"Under control" is a test result here, not a claim. The suite runs with no API key (a worst-case compromised agent stands in), and against the real model when you supply a key. This is what AI control should look like: define the boundary, enforce the boundary, and prove the boundary holds.

Vendor-neutral, demonstrated on Claude

ACA is a vendor-neutral control standard. The gateway does not know which model is the brain, so the same controls govern Claude, ChatGPT, Gemini, and Copilot through swappable provider adapters. We lead with Claude because Claude's agent model, tool use, and MCP map onto ACA cleanly, and because governing a Claude plus MCP deployment is where the framework, the model, a real gap, and the ecosystem's interest in safe adoption all meet. Control should not belong to one vendor any more than the risk does.

The controls also crosswalk to the frameworks enterprises are held to: OWASP LLM and Agentic (prompt injection, excessive agency), NIST AI RMF (adversarial testing, incident containment), ISO/IEC 42001 and the EU AI Act (human oversight, record-keeping).

Deploy it for your whole organisation

The demo governs one agent. The same code ships as a drop-in, Anthropic-compatible governing proxy so you can put an entire organisation's Claude usage under control — and you do not need the full ACA platform to do it. Bring your own Anthropic key.

Your apps and people point their Claude client at the gateway instead of api.anthropic.com. The gateway holds the Anthropic key — employees never see it; they authenticate to the gateway with a token you control and can rotate — forwards every call to Claude, governs the model's requested tool actions through the same SEE / DECIDE / DO checks before any client can execute them, and logs every decision. One click, enter your key, done: deploy to Render (it prompts for the key), run the container (docker compose up), or import it on Vercel. A fresh deploy proves itself in the browser at /demo.

Does it scale to tens of thousands of employees? Yes. The gateway is stateless per request, so scale is just more replicas behind a load balancer — not a redesign. You get one control point for everyone: one place to set policy, rotate the key, and answer "what has our AI been allowed to do?" Put your own Claude deployment under control

  1. Clone the reference and run node run-demo.mjs and node assurance/run.mjs. No key needed.

  2. Deploy the governing proxy (server.mjs) with your Anthropic key, and point your apps at it — or drive the demo agent with a provider key for Claude, ChatGPT, Gemini, or Copilot.

  3. Edit policy.json to your servers, tools, action classes, and sensitive tags.

  4. Swap the demo MCP servers for your real MCP transport. The gateway sits at the same call boundary.

  5. Wire the approval gate and the kill switch to your operations surface.

The reference is open source under Apache-2.0. Clone it, run it against your own agent, and tell us where it breaks. That is how a control pattern becomes worth trusting. Anthropic provides the model; you control the authority.
